What's the importance of the 4th Edition DM Handbook?

What's the importance of the 4th Edition Dungeon Master's Handbook when compared to the Player's Handbook 1+2 and Monster Manual 1+2? Do you really need the DM's Handbook? It seems a little useless if it fails to contribute any new mechanics.
