Why are the rules for restaurant tipping changing?

When I was growing up it was 10% for adequate service, 15% for great service and 20% for walking on water. It was not unheard of to tip 5% or 5 cents if unhappy with the service. The tip was not supposed to penalize the wait person for the chef.
