Do you put ketchup on meatloaf before or during baking?

My mother always took the meatloaf out about 15 minutes before it was finished and then put the ketchup on top, and put it back in the oven for the remaining time. The ketchup never came out crusty but it was enough time to kind of caramelize the sugars in it.
