Dry skin?? Can anyone help???

I have dry skin but only in certain areas like right across the hairline or at some parts on my scalp! Now it almost like spreads to some parts of my face like the chin area and parts of my neck!!!! I been having dry skin problem since i was little! It's really bad at the hairline area because it flakes up alot around that area! There is just patches on my face and neck! I tried using shampoo (head and shoulders and sesum blue), olive oil hair spray sheen, lotion (the Vaseline one) and hair grease! The problem with all these things is that they don't last for very long! If i take a bath and put these things on in the morning then bout time it reach noon my skin would start back drying on up! Since i'm really busy it is super hard for me to just reapply that stuff on there! Can anyone help? Also i wear alot of hair on my face like a full beard! And every time i get it shaped up or tried a little all i see is these white patches of dry skin!
